Consórcio JGC, Fluor e Technip FMC vai construir empreendimento de gás natural moçambicano
O consórcio JGC, Fluor e Technip FMC vai construir o terceiro empreendimento de extração de gás natural do norte de Moçambique, liderado pela Eni e Exxon Mobil, no âmbito dos contratos de adjudicação assinados hoje em Maputo.
Peter Clarke, vice-presidente da petrolífera norte-americana Exxon Mobil, líder do consórcio Rovuma LNG, afirmou que os contratos marcam o início das obras cujo investimento de arranque está orçado em 500 milhões de dólares.
O investimento global deverá ser superior a 30 mil milhões de dólares, acrescentou.
Ainda na cerimónia de hoje, o Governo deu o seu aval aos contratos de venda de 15,2 milhões de toneladas por ano (mtpa) de gás natural liquefeito (LNG) que será produzido a partir das jazidas da zona Mamba da Área 4 da Bacia do Rovuma.
O Presidente moçambicano, Filipe Nyusi, disse, na cerimónia de assinatura dos referidos contratos, que o seu executivo está empenhado em assegurar as condições necessárias para o sucesso do empreendimento.
Nesse sentido, as autoridades estão a trabalhar no sentido de restaurar a ordem face à ação de “malfeitores” que, desde há dois anos, protagonizam uma onda de violência armada nalguns distritos de Cabo Delgado.
“Há muitos países com abundantes recursos naturais que continuam numa situação de extrema pobreza e Moçambique não quer repetir esses erros, porque tem tudo para dar certo”, declarou Filipe Nyusi.
Os contratos assinados hoje preconizam a realização de trabalhos de engenharia, aquisições e construção para extrair gás do fundo do mar, na zona Mamba da Área 4 ao largo da costa norte do país.
A decisão final de investimento (DFI, na gíria do setor) está prevista para 2020 e o arranque da produção para 2025, pelo que a cerimónia de hoje tomou o nome de “decisão inicial de investimento”, anunciaram os promotores.
A exportação de gás da bacia do Rovuma deverá elevar o Produto Interno Bruto (PIB) moçambicano para novos máximos a partir da próxima década.
A Área 4 é operada pela MRV, uma ‘joint venture’ copropriedade da ExxonMobil, Eni e CNPC, que detém 70 por cento de interesse participativo no contrato de concessão para pesquisa e produção naquela área.
A Galp, KOGAS e a Empresa Nacional de Hidrocarbonetos de Moçambique detêm, cada uma, 10% de interesse participativo.
A ExxonMobil vai liderar a construção e operação das unidades de produção de gás natural liquefeito e infraestruturas relacionadas em nome da MRV, e a Eni vai liderar a construção e operação das infraestruturas ‘upstream’, ou seja, de extração do gás dos depósitos subterrâneos (jazidas), debaixo do fundo do mar, até à superfície, para depois ser conduzido até à fábrica.
O empreendimento alimentado pelos depósitos da zona Mamba (Área 4) é o que tem maior produção prevista na bacia do Rovuma, ascendendo a 15 mtpa a partir de 2025.
Segue-se o projeto liderado pela francesa Total (jazidas Golfinho e Atum da Área 1) com 12,88 mtpa a partir de 2024.
O empreendimento Coral Sul (depósitos com o mesmo nome, na Área 4), também pertencente ao consórcio liderado pela MRV, deve arrancar em 2022 com 3,4 mtpa – sendo este operado exclusivamente em mar alto, através de uma plataforma flutuante, enquanto que os outros dois terão infraestruturas (em construção) na península de Afungi, Palma, Cabo Delgado.
