Central Térmica de Temane incrementa o fornecimento de energia Limpa e acessível para famílias
Uma vez concluída, a Central Térmica de Temane aumentará o fornecimento de energia eficiente e acessível para famílias, empresas e indústrias, contribuindo para o desenvolvimento social e económico em Moçambique e na região.
Facto que só foi possível com o anúncio do fechamento do projecto da Globeleq, um empresa independente líder de geração de energia em África junto a seus parceiros, Electricidade de Moçambique, E.P. (EDM) e a Sasol.
O financiamento do projecto estimado em 652.3 milhões de dólares americanos tornou-se realidade graças ao contributo dos parceiros, International Finance Corporation (IFC), através do programa Janela do Sector Privado do International Development Association (IDA) com a comparticipação de aproximadamente 253.5 milhões de dólares americanos, a International Development Finance Corporation (DFC), que contribuiu com aproximadamente 191.5 milhões de dólares americanos e o OPEC Developemnt Fund (OPEC Fund) que disponibilizou 50 milhões de dólares americanos.
Já a Multilateral Investment Garantee Agency (MIGA) garantiu a cobertura de seguro contra riscos políticos aos investidores de capital do sector privado, com cerca de 251.3 milhões de dólares americanos. Localizada em Temane, na província de Inhambane, a CTT é uma central eléctrica a gás de 450 MW com uma Concessão aprovada pelo Governo de Moçambique fornecerá energia à EDM ao abrigo dum contrato de compra e venda de energia com a duração de 25 anos.
Prevê-se que a CTT forneça energia eléctrica para responder a demanda de 1,5 milhões de famílias, contribuindo, desta forma, com cerca de 14% da capacidade de fornecimento de energia disponível para a necessidade do País. Este projecto está alinhado com o Acordo de Paris e irá contribuir para a transição energética sustentável de Moçambique, a longo prazo, de forma a alcançar zero emissões de carbono até 2050.
A flexibilidade da configuração técnica e comercial da CTT, permite um fornecimento de carga média e energia para exportação, maximizando os projectos de geração de energias renováveis. Além disso, as turbinas Siemens SGT-800 escolhidas para a CTT, poderão ser recondicionadas para processar alto teor de hidrogênio, reduzindo ainda mais o impacto de carbono.
O Projecto CTT estará interligado a Concessão do Projecto da Sociedade Nacional de Energia – STE que prevê a construção de uma nova linha de transmissão de Alta Tensão a 400kV de Temane à Maputo com 563 km, propriedade da EDM, através da sua subsidiária STE, e financiada por donativos e empréstimos concessionais do Banco Mundial, Banco Africano de Desenvolvimento, Banco Islâmico de Desenvolvimento, Fundo OPEC e pelo Governo Noruega.
Esta linha vai garantir futuramente a interligação do Sistema Sul às redes do Centro e Norte de Moçambique, criando um corredor de electrificação e uma rede de transmissão moçambicana mais estável e segura. Ademais, o projecto irá servir de base de ligação para futuros projectos de geração de energias renováveis à Rede Nacional de Transporte. No total, a cadeia de valor completa, designadamente, produção de gás, barragem termoelétrica e infraestrutura de transmissão, irá contar com um investimento de mais de US $ 2 bilhões.
“Este projeto pioneiro tem o potencial de oferecer benefícios económicos e sociais significativos, ajudando a responder à crescente demanda de energia de Moçambique e apoiando a recuperação económica do país e a transição energética da região. Este é o nosso terceiro investimento em energia em Moçambique e continuamos comprometidos em apoiar o desenvolvimento sustentável do sector eléctrico do país”, disse Linda Munyengeterwa, Directora do sector de Infraestruturas do IFC, para a região do Médio Oriente e Àfrica.
O financiamento da DFC para este projecto apoiará pessoas e empresas em Moçambique, reduzindo o custo da eletricidade e aumentando a geração de energia. Estes são ganhos de desenvolvimento importantes, que estimularão o desenvolvimento económico nas comunidades em todo o país.
Para Abdulhamid Alkhalifa, Director Geral do Fundo da OPEC o Fundo da OPEC apoia o desenvolvimento da Central de Temane, bem como a infraestrutura de transmissão complementar por meio de seus empréstimos para os sectores público e privado. A sua assistência reflecte o compromisso com o Objectivo de Desenvolvimento Sustentável.
Executiva de Negócios de Energia da Sasol disse: “A Sasol tem orgulho de ser parceira da EDM e da Globeleq neste projecto emocionante de Temane, que criará empregos, permitirá o fornecimento de energia sustentável e com baixo teor de carbono e benefícios duradouros no país. Ela acrescentou: “A Sasol está empenhada em dar uma contribuição significativa para o desenvolvimento de Moçambique.” Prevê-se que a CTT forneça pela primeira vez energia em 2024.
