16 novas áreas em offshore à prospeção de petróleo e gás, distribuídas em 4 regiões distintas, 5 na Bacia do Rovuma, 7 em Angoche, 2 no Delta do Zambeze e 2 no Save, compreendendo mais de 92.000 km2, abrem-se à participação do empresariado nacional e internacional.
Para o efeito, o Instituto Nacional de Petróleo (INP), lançou, ontem, o 6º Concurso de Concessão de Áreas para Pesquisa e Produção de Hidrocarbonetos, cujos participantes acederam ao evento através do link bit.ly/3r4g9sg em formato online.
A cerimónia de lançamento foi dirigida pelo Ministro dos Recursos Minerais e Energia, Ernesto Max Tonela, e teve por objectivo convidar as companhias nacionais e internacionais, interessadas em participar neste concurso, a registarem-se e a submeter os documentos de pré-qualificação, cujos modelos estão disponíveis no website do 6º Concurso de Concessão de Áreas à Pesquisa e Produção de Hidrocarbonetos, podendo a página online ser acedida a partir do endereço www.inp.gov.mz do INP.
Trata-se de um concurso público que, compreendendo uma Comissão Multissectorial de avaliadores das propostas a serem submetidas, vai se basear num conjunto de critérios padrão. Observará um cronograma que parte do (i) lançamento do concurso, (ii) recepção de documentos, (iii) pré-qualificação, (iv) anúncio dos pré-qualificados, (v) recepção das propostas & encerramento do Concurso, (vi) avaliação e (vii) anúncio dos resultados, num horizonte temporal de 25 de Novembro de 2021 a 30 de Novembro de 2022.
Segundo o Ministro dos Recursos Minerais e Energia, Ernesto Max Tonela, “vivemos uma era da transição energética e, no nosso entender, o gás natural apresenta-se como alternativa que irá desempenhar um papel instrumental para promover a penetração das energias renováveis, que se mostram ainda intermitentes e garantir a substituição de combustíveis mais poluentes e, deste modo, contribuir à redução das emissões de dióxido de carbono na região e no mundo. Deste modo, encorajamos a participação do empresariado nacional e internacional neste concurso”.
Na apresentação geral dos termos do concurso, o Presidente do Conselho de Administração do Instituto Nacional de Petróleos, Carlos Zacarias, referiu que a Lei No 21/2014, de 18 de Agosto (Lei dos Petróleos), “forma a base legal e regulatória à concessão de direitos a entidades comerciais, permitindo operações petrolíferas e estabelecendo a estrutura de governação que esclarece papéis e interesses” – referindo-se à triangulação República de Moçambique enquanto proprietário dos Recursos, o INP na qualidade do regulador e os interesses comerciais que incluem a ENH, E.P.
Refira-se que o Governo de Moçambique tem por responsabilidade, no domínio dos hidrocarbonetos, avaliar de forma contínua o potencial do país, visando colocar esses recursos à disposição da sociedade para impulsionar o seu desenvolvimento socioeconómico.
