União Europeia contribui com 5 milhões de Euros para o FASER no âmbito do Programa Promove Energia
A Delegação da União Europeia (UE) e a Embaixada da Alemanha anunciaram hoje o seu empenho em mitigar os efeitos negativos da pandemia de Covid-19 no sector energético em Moçambique.
Tal contribuição será feita ao abrigo do bem estabelecido Fundo de Acesso Sustentável às Energias Renováveis – FASER, para o qual a UE canalizou 5 milhões de euros e o Governo Alemão contribuiu com mais 0,5 milhões de euros. Este inovador mecanismo de financiamento – CovidPlus – visa aliviar o impacto da pandemia nas pequenas e médias empresas de serviços energéticos e na população que ainda não tem acesso à energia.
O incentivo CovidPlus vai desempenhar um papel vital na garantia da solidez financeira das empresas privadas que operam no segmento energético durante a pandemia de Covid-19 e, ao mesmo tempo, facilitar que essas empresas ofereçam preços e condições de pagamento especiais aos seus clientes, aliviando temporariamente as suas despesas domésticas.
Espera-se que mais de 20 000 famílias que vivem em zonas rurais tenham acesso aos serviços energéticos através deste mecanismo. Também, foi hoje lançado um convite à apresentação de propostas para seleccionar empresas privadas para a prestação de tais serviços.
Falando do apoio da UE ao sector energético, o Embaixador da UE em Moçambique, Antonio Sánchez-Benedito Gaspar, afirmou que “como parte da nossa resposta à crise sanitária e económica associada à Covid-19 em Moçambique, esta contribuição para o FASER é uma forma inteligente de reforçar a capacidade do sector privado para prestar serviços, como de apoiar a população mais carenciada para os obter de uma forma acessível e sustentável”.
O embaixador alemão em Moçambique, Lothar Freischlader, afirmou que “o EnDev-GIZ e o FDC trabalharam intensamente em 2020 em mecanismos de “resposta rápida” para assegurar a continuidade das actividades e o acesso à energia. Dois mecanismos de apoio foram introduzidos através do FASER: CovidPay em Maio e um mecanismo adicional, CovidPlus, lançado em Setembro de 2020, com 2,5 milhões de euros do Ministério Federal de Cooperação Económica e Desenvolvimento (BMZ). Saudamos a contribuição da União Europeia ao FASER para se juntar a esta iniciativa e lançar hoje em conjunto o segundo convite à apresentação de propostas”.
Graça Machel, Presidente do Conselho de Administração da Fundação para o Desenvolvimento da Comunidade (FDC), que gere o fundo FASER, disse “ É com grande alegria que damos as boas-vindas à UE a esta iniciativa conjunta da EnDev – GIZ e da FDC, que desde 2019 tem assegurado o acesso à energia a mais de 100.000 moçambicanos, mas também, e mais importante, tem respondido às necessidades urgentes das mulheres e das famílias vulneráveis que enfrentam desafios sem precedentes, resultantes do Idai em 2019 e da pandemia global da Covid-19″.
O Ministro dos Recursos Minerais e Energia, Ernesto Max Tonela. declarou: “O Governo de Moçambique está empenhado em providenciar o acesso universal à energia a toda a sua população até 2030. Neste contexto, as contribuições da União Europeia e do Governo alemão desempenham um papel importante na conjugação de esforços em prol deste grande objectivo nacional. Em 2019, a criação do Fundo de Acesso Sustentável às Energias Renováveis em Moçambique (FASER) foi uma iniciativa importante de apoio ao sector privado nos esforços de prestação de serviços de fornecimento de energia às populações rurais que residem em locais distantes da Rede Eléctrica Nacional. Os mecanismos introduzidos pela EnDev e GIZ são importantes para assegurar a continuidade comercial do sector do acesso a energia, no quadro dos desafios sanitários e económicos resultantes da pandemia que atualmente enfrentamos”.
Os esforços de Moçambique para alcançar o acesso universal à energia em Moçambique em 2030, em particular nas zonas rurais, correm o risco de atrasar significativamente e mesmo de sofrer uma regressão se os actores do sector energético não receberem apoio direccionado em momentos de crise como este.
FASER é implementado conjuntamente pela Agência de Cooperação Alemã (GIZ) através do seu programa Energising Development (EnDev) e pela Fundação para o Desenvolvimento da Comunidade (FDC). Os fundos da UE fazem parte do PROMOVE, uma abordagem abrangente da UE ao desenvolvimento rural em Moçambique.
