De uma forma geral, a indústria moçambicana é muito subdesenvolvida. É essencialmente de manufactura e dedica-se às actividades de extracção e transformação de alguns recursos minerais e energéticos. Trata-se de uma indústria que ainda congrega poucos investimentos e que recorre a uma investigação e tecnologia algo limitada e de fraca modernização. Sendo a excepção feita para os grandes projectos.
Os principais tipos de indústrias localizam-se, sobretudo, nas grandes cidades e centros urbanos. Daí que a nossa revista tenha escolhido a “Matola como centro industrial do país – desafios e perspectivas” como tema de fundo para o ‘Café Negócios’ da edição de janeiro-fevereiro. Através de uma partilha de experiências feita por empresários e líderes de organizações ligadas ao sector privado e à indústria, ficamos a saber alguns detalhes relevantes sobre o estado da indústria na Matola.
De facto, a Matola possui uma localização privilegiada na confluência do Corredor de Desenvolvimento de Maputo, que interliga o seu parque industrial aos portos de Maputo e da Matola, às vias de acesso rodoviário que conduzem aos países vizinhos mais próximos, já para não falar nas linhas ferroviárias, factores que permitem a circulação de pessoas e bens, sejam matérias-primas ou produtos acabados.
Mas existem alguns desafios à espreita. Por um lado, as políticas de importação do Governo penalizam e não protegem a indústria nacional. E a ideia que sobressai é a de que para o Estado a empresa não é a que emprega, mas a que paga impostos. Por outro lado, o acesso ao financiamento é difícil e o custo de capital é muito elevado, o que contribui para que os empresários nacionais não consigam investir.
Outra questão pertinente é que o mercado consumidor também é uma limitante, pois dos 30 milhões de indivíduos, apenas uma parca fatia (estimada em 2 milhões) tem, de facto, poder de compra. Mais… a Matola só pode continuar a ser o maior parque industrial do país se se garantir a qualidade e o custo de energia, a mão-de-obra especializada, e se se controlar a informalidade que marca o mercado.
Não obstante as dificuldades, existem alguns bons exemplos de indústrias que remam contra a maré. Nesta edição, mencionamos o caso da Sociedade Moçambicana de Medicamentos (instalada na Matola). Mas esta não é a única fábrica digna de menção e, ao longo das próximas edições, iremos certamente explorar mais este sector, no sentido de partilhar mais experiências e divulgar as orientações, dicas e sugestões de alguns industriais que lutam para melhorar o desenvolvimento industrial.
O empreendedorismo existe e é digno de foco e um bom exemplo disso é o caso de Lineu Candeeiro, um ‘self made man’ que abraçou o sector da saúde com um olhar empresarial e que agora lança uma clínica, revestindo o seu ‘portfólio’ com soluções adequadas ao mercado.
