O Banco Africano de Desenvolvimento (BAD) fez ontem a maior emissão de dívida na sua história, no valor de 3 mil milhões de dólares, para angariar verbas para os países africanos contra a pandemia de covid-19.
A dívida, emitida a três anos com um juro anual de 0,75%, e que recebeu ofertas dos investidores no valor de 4,6 mil milhões de dólares, tem como objetivo “apoiar e financiar os países e os empresários a lutar contra a covid-19″, segundo o documento que acompanha a explicação da emissão de dívida.
Com esta emissão de dívida de 3 mil milhões de dólares, a maior da sua história, o BAD junta-se assim a um conjunto de outras instituições financeiras que estão a disponibilizar milhares de milhões de dólares para financiar a preparação dos estados, principalmente os mais frágeis, para o surto da covid-19 nos países africanos, tradicionalmente com sistemas de saúde mais necessitados e onde as medidas de isolamento social são mais difíceis de implementar.
“Através desta emissão, os investidores vão poder apoiar as comunidades africanas a ajudar a achatar a curva de propagação do vírus, ajudando também estes países a vencer os muitos desafios causados pelo surto”, lê-se no panfleto distribuído aos investidores sobre esta emissão, organizada pelo Bank of America, Crédit Agricole, Citi, Goldman Sachs e TD Securities.
“Foi bem recebido, sim”, confirmou um dos envolvidos no negócio, acrescentando que o facto de os fundos serem destinados a lidar com as consequências da pandemia motivou alguns investidores, mas, no geral, foram os clientes habituais do BAD que compraram os títulos.
“Estes emissores, no caso o BAD, têm normalmente boas motivações sociais e essa terá sido a principal razão para a subscrição”, disse o banqueiro.
O BAD, que tem um ‘rating’ de AAA, o mais elevado na escala das agências de notação financeira, é um dos vários bancos multilaterais que tem potenciado as verbas disponíveis para combater os efeitos económicos da pandemia de covid-19.
